Eligibility depends on the contract. TIPS is open to any public entity or qualifying non-profit nationwide. NCSA's Technology contract is nationwide for government agencies, no membership required. The Ontario VOR is available to Ontario public-sector organizations, through a small, pre-qualified pool of 32 vendors.
Under TIPS, yes — you register as a TIPS Member, no fee. Under NCSA, no membership needed. The Ontario VOR doesn't involve a buyer membership — eligible Ontario public-sector organizations can contact us directly to start a procurement (see Question 10).
Cooperative purchasing lets you buy through a contract that TIPS or NCSA already competitively bid and awarded — potentially avoiding the need to run a separate solicitation process. This depends on your jurisdiction's laws and procurement policy permitting it, so check with your legal or procurement office first. The Ontario VOR gives you access to a pre-qualified pool of vendors, narrowing most competitions to that pool instead of an open solicitation — a faster path to award (see Question 10 for how it works).
Scope varies by contract. TIPS 250106 covers our full technology ecosystem; TIPS 260101 is focused on assistive technology and accessibility services; NCSA covers a specific set of awarded solutions; the Ontario VOR covers performance marketing services.

Both TIPS contracts provide a minimum 7% discount off approved/catalog pricing. Blü AI's awarded NCSA line items are also published at a 7% discount. These are floors, not ceilings — greater discounts may be offered where appropriate. The Ontario VOR works differently: instead of a catalog discount, pricing is a blended hourly rate quoted per assignment during the competition process (see Question 10).
Yes, within limits. Catalog pricing can be updated periodically, but increases are capped by what we committed to in our original proposal, and the guaranteed minimum discount always applies.
The contract guarantees a minimum discount off our approved/catalog pricing (see Question 5) — that discount doesn't change whether you buy through the contract or negotiate directly. What the contract adds is process efficiency: it lets your organization skip running its own competitive solicitation where your jurisdiction permits relying on it, saving time and internal procurement cost while locking in a guaranteed minimum discount.

Yes. A cooperative contract may satisfy or streamline your competitive-bid requirement where you're permitted to rely on it — it doesn't replace your own budget, signature, or internal approval process. You may also need a Supplemental Agreement (TIPS) or Master/Interlocal Agreement (NCSA) depending on your organization's requirements.
It's not a fixed discount — it's a pre-qualified vendor pool for project-by-project procurement at a blended hourly rate.

Under TIPS, yes — the Survival Clause protects multi-year agreements placed during the contract term, even past its expiration. The Ontario VOR Master Agreement runs February 1, 2026 – January 31, 2030, with no extension, but a project Letter of Agreement signed before expiry can run up to one year past it. For NCSA, contact us to confirm multi-year protection past its current term.
